Greenville is one of the fastest growing municipalities in the state of Wisconsin. With this growth the need to maintain and upgrade services such as public works, law enforcement, and fire protection as well as the town parks and buildings can create a burden on its tax payers. The utmost fiscal responsibility needs to be closely managed to ensure we stay within the town government budget.
Leaders of Greenville are challenged with the debate for the design and construction of a proposed new fire station, upcoming construction projects impacting two major highways running through the community, as well as the potential expense of full-time salaried law enforcement. I will meet these challenges through good use of resources and proper use of tax dollars, keeping tax dollars low, while considering safety of residents, the need for competitive schools, and well-maintained parks & town. Greenville desires new leadership that better represents its median household. I offer a fresh perspective for the next generation of Greenville residents while maintaining ideals and beliefs that match those of Greenville’s founding residents.
Facility Needs:
In 2010 an assessment was conducted on the Town of Greenville public facilities. This assessment took into account the potential population growth of Greenville outlining the following specific deficiencies:
• Handicap accessibility of town hall, current fire safety building, and public works building
• Office space at capacity at town hall
• Limited meeting room space
• Secure/fire rated storage for town records beyond capacity
• Fire safety and public works buildings at or beyond capacity for vehicle & equipment storage
• Safety hazards of current fire safety building
• Limited fire & safety department training space
• Limited locker room capacity and no shower facilities for fire, safety, and public works personnel
As we move forward with the planning for the proposed new fire station, proper leadership is needed to ensure the safety and everyday needs of our fire safety department are met while appropriately managing the desirable wants of the facility. With this proposed new facility the planning committee must look at addressing the additional facility needs of town.
Roadway Projects:
Population growth means an increased traffic flow on our local state highways as well as on our aged rural roadways. Properly overseeing and communicating the efforts for the highway 15 bypass and highway 76 improvements will play a significant role in the overall success of the projects. Leadership must also monitor the steadily growing population of our desirable community by managing residential growth and the development of subdivisions as well as through the marketing of Greenville’s Industrial Park to new and growing commercial businesses. It is the town's responsibility to ensure safe, hazard free roadways are maintained for vehicle traffic and recreational activity throughout the Greenville community.
Law Enforcement Services
There are a number of challenges facing rural police departments that have led small towns like Greenville to adopt alternate methods of police protection. Police protection is one of the most costly services provided by local governments. The major law enforcement task is patrol, which is labor intensive. Personnel costs, including salaries and benefits, comprise most of police budgets, with expensive equipment, such as squad cars, firearms, and telecommunications needs, adding to the expense. With costs rising, rural communities like Greenville face limits on their ability to raise revenues to pay for policing services. The only major revenue source under local control is property taxes, which are difficult to raise because of intense citizen opposition. As a result, the current best alternative for small communities like Greenville is to contract for patrol services with the county sheriffs’ office.

Effective use of tax dollars for providing town services must be met through stringent fiscal responsibility always staying within government budgets. Mismanagement and misuse of funds provided through revenues such as property taxes, special assessments, and fees will not be tolerated.
